With insurance, do I pay more or less than the uninsured?

Where can a person go to find out what all the bills that come from doctor’s offices,  hospitals and insurance companies mean.   With my california state health insurance policy I am always getting bills that mean absolutely nothing to me.   I think they are all talking about funny money and not real money.   Why else would a doctor bill an amount that is not covered knowing that he will get a sum that he has agreed to accept before the procedure?  Does this mean that if I did not have insurance that I would be charged a higher rate for the services?  Should it not be the other way around?
